Dean receives a surprise visit from the beautiful lawyer, Kellie Sanger, daughter of Ted Sanger, Governor Nash's recently deceased Chief of Staff. While crying, Kellie tells Dean that on his deathbed only a week earlier, her father had confessed helping cover-up Governor Nash's rape of his teenage old babysitter six years earlier while a Congressman. This cover-up was aided by then Erie County DA, Sam Marcum, presently serving a life sentence for a murder Dean and Foley had helped proved three years earlier. In his deathbed confession, Ted Sanger tells Kellie the cover-up included murdering the teenage girl, her grandmother, and an ADA who had initially received the rape complaint and developed strong evidence incriminating Nash. This information makes it clear to Kellie, and Dean, why Governor Nash only days earlier had pardoned Marcum and his henchman, Stan Mazurka, as well as Marcum's lover, Susie Hines.

Dean realizes that Kellie is in serious danger and hides her out at Foley's rural cabin while he and Foley try to prove that the Governor is not only a rapist, but a murderer. During the investigation, Dean's life spirals out of control as he falls in love with Kellie and receives devastating news from his wife of twenty years, Laura.
