It's the summer of 1965 and bodies of murdered women are being found along a new section of interstate in the rugged South Mountains of North Carolina.

That same summer, a young girl named Shiloh finishes high school and decides to escape her alcoholic father. She departs her home in the mountains on a cross-state hitchhiking trip, oblivious to the fact that she's been marked as the next victim. After stalking her to the town of Black Lake, the killer strikes, setting the stage for Police Chief Becky Hawk's most dangerous case.

With only a scream in the night and a pair of glasses in a phone booth as evidence, Becky begins her investigation. The taunting letters and phone calls she receives in the following days make it clear to her that a serial killer has come to town in search of more victims.

In an era when law enforcement is regarded as a male-only club, Becky deals with a lack of respect and skepticism from her colleagues while looking for answers to the girl's disappearance. The search turns desperate when Becky becomes the ultimate prize in the killer's game, a game in which she will learn about her own past and find herself in a final face-off with an old adversary.
