A series of six monographs documents an evaluation Toborg Associates undertook of urine drug testing in the District of Columbia pretrial services program. This second volume presents background information on drug-crime relationships generally and in the District of Columbia specifically, which founded the evaluation of urine-testing. This volume also furnishes the background of the D.C. criminal justice system as it existed at the time of the study and the overall organization and mission of the D.C. Pretrial Services Agency (PSA). Additionally, it provides a detailed description of the operations of PSA's urine-testing program, including discussion of the components of the program and of the way in which the program was implemented.
