A series of six monographs documents an evaluation Toborg Associates undertook of urine drug testing in the District of Columbia pretrial services program known as the Pretrial Services Administration (PSA). This third volume presents findings from interviews conducted about a year after the start of PSA's urine-testing program with 25 D.C. Superior Court hearing commissioners and trial judges who had recently heard criminal cases. This volume describes the ways in which judges used PSA's urine-testing information, their views about how the drug testing program compared with the situation prior to the PSA program, their opinions about the program's impact, and their perspectives on the nature of the drug-crime problems in the District of Columbia.
