Description
In 1987, the Oregon legislature directed the Oregon Criminal Justice Council (OCJC) to develop uniform standards for making pretrial release decisions statewide. As part of the response to this mandate, the OCJC contracted with Toborg Associates, Inc., to develop a statistical model of pretrial release risk to identify factors related to failure-to-appear for court and pretrial rearrest on a violent charge. This report provides the approach Toborg Associates took, and its findings, conclusions, and recommendations. The study documented the diversity of approaches to pretrial release in Oregon at the time of the study and recommended the implementation of a uniform, statewide point-scoring scheme for use by pretrial release decision makers.
