Monsieur Hercule Quincompoix, Surveillant Générale of the Bureau des Lampes, Lampadaire et Poteaux Indiquateurs has a problem. Someone is stealing the heads off his Paris lampposts. Herbert Dedwick, his English engineer, is charged to investigate. The trail leads him into the doubtful company of the intrepid balloonist.
